We are having a dispute with our flooring installer. He claims a recent inspection of our floors was incomplete as it did not contain recommendations for repair. He also said that since the flooring distributor claims department paid for the inspection, the it was confidential and he could not share it with us. What do you make of these two statements?

Unless the commissioning party request repair recommendations, inspectors normally do not make these statements. We are hired to gather data, collect evidence, do any testing that would give us a conclusion. The report is the property of who ever requests and contracts the inspector. You also have the right to hire your own independent inspector and that report is yours to do as you wish.
